Ontario Health is seeking a strategic and collaborative Program Manager to guide the planning, design, and implementation of complex performance, accountability, and funding allocation improvement frameworks across Ontario Health regions. Key Duties
As a Program Manager, Performance, Accountability & Funding Allocation, you will be instrumental in driving strategic initiatives and ensuring effective health system management. Your responsibilities will include:
- Lead the delivery of regional improvement frameworks for health service provider sector management, ensuring alignment with Ontario Health priorities, performance measures, standards, and best practices.
- Assess regional program goals, outcomes, and new proposals through the lens of feasibility, value-for-money, implementation readiness, and emerging system priorities.
- Identify opportunities for innovation and improvement, translating strategic priorities into practical actions and future-state program models.
- Support harmonization of program initiatives across Ontario Health to promote consistency, integration, and system-wide impact.
- Develop and implement risk management strategies, including escalation processes, mitigation plans, and recommendations to address barriers to successful implementation.
- Lead change management and communications planning, ensuring effective stakeholder engagement and proactive management of change risks.
- Inform investment decisions by evaluating funded project performance, assessing the mix of investments across priority areas, and projecting expected outcomes against Ontario Health commitments.
- Contribute to provincial and regional dialogue on performance management frameworks and their application to local health service delivery organizations.
- Oversee dashboards, scorecards, and briefing materials that summarize health service provider performance and highlight risks to regional and provincial goals.
- Develop funding allocation methods and summary reports to support sector performance management and accountability.
- Contribute subject-matter expertise, clarify roles and processes, and foster a collaborative, inclusive environment aligned with Ontario Health values.
- Strengthen team capability by coaching junior team members and sharing knowledge across the program area.
- Support operational planning and reporting by preparing analyses, metrics, and insights on program effectiveness and outcomes.
- Provide high-impact advice and decisions that support program productivity, reputation, financial stewardship, and long-term problem solving.
What You'll Bring
To excel in this Program Manager role, candidates will bring a robust combination of education, experience, and specialized knowledge to drive performance and accountability across Ontario's health sector. This includes a strong foundation in program management and a deep understanding of the provincial health landscape.
- Master’s degree in health administration, health planning, business administration or a related field; or an equivalent combination of education and experience; healthcare experience preferred.
- Chartered Professional Accountant (CPA) designation, preferred.
- 5 -7 years of experience leading large program implementations for a large organization.

- Advanced knowledge of program design and delivery principles and techniques.
- Advanced knowledge of risk management principles and methodologies to proactively manage risks to minimize issues.
- Strong knowledge of strategic communications principles, techniques, and methods.
- Strong knowledge of Public Sector finance and procurement legislation, policies, and practices.
- Advanced knowledge of Ontario’s health sector.
- Problem solving, critical thinking and analytical skills to help clarify issues and to generate and implement creative solutions to highly complex issues.
- Excellent relationship management skills to engage, solve problems, gain organizational context, and encourage linkages, alignment, and integration both internally and externally.
- Ability to negotiate and use judgement to develop consensus around complex program implementation sensitive or contentious issues.
- Ability to motivate, influence, and gain commitment at all levels of the organization.
- Capable of handling multiple responsibilities and leading multiple program implementations to successful completion.
- Critical thinking with the ability to evaluate program implementation metrics and make recommendations.
- Strong communication skills, including comfort with influencing others who may have conflicting interests.
- Highly developed communication skills, both verbally and written, with the ability to provide information of a complex, technical, or sensitive nature effectively, clearly, concisely, and logically, and at an appropriate level and in an appropriate format.
