Role Overview: Leading a Vital Public Health Program

The City of Toronto is seeking a dedicated Supervisor for the AIDS Sexual Health Info Line (SHILO). This critical role involves overseeing the staff, budget, and resources of a provincially funded, Ontario-wide telephone and e-chat counselling service. The primary goal is to meet the diverse needs of a multilingual, multicultural population, ensuring contractual obligations with the Ministry of Health are met. This program is instrumental in reducing the incidence of sexually transmitted infections (including HIV/AIDS) and unplanned pregnancies, while actively promoting healthy sexuality across the province. You will play a pivotal role in shaping public health outcomes through effective program management and policy implementation.

Your Daily Impact: Key Responsibilities

As Supervisor, you will be at the forefront of managing the SHILO program, ensuring its smooth and effective operation. Your responsibilities will include:

• Supervising the staff, budget, and resources of the provincially funded Ontario-wide telephone and e-chat counselling service.
• Ensuring contractual obligations with the Ministry of Health are met to reduce sexually transmitted infections and promote healthy sexuality.
• Implementing detailed plans and recommending policies regarding program-specific requirements.
• Supervising, motivating, and training assigned staff, fostering teamwork, high standards of work quality, and continuous learning.
• Overseeing the day-to-day operations of all assigned staff including the scheduling, assigning, and reviewing of work, and authorizing vacation and overtime requests.
• Monitoring and evaluating staff performance, ensuring the quality of counselling provided.
• Approving salary increments, hearing grievances, and recommending disciplinary action when necessary.
• Providing input into and administering the assigned budget, ensuring expenditures are controlled within approved limitations.
• Ensuring staff availability to cover the information line on weekdays from 10:00 a.m. to 10:30 p.m. and weekends from 11:00 a.m. to 3:00 p.m.
• Ensuring that staff are reflective of populations served by targeting languages, skills, and sexual health knowledge when hiring.
• Providing business cases and documentation to the Ministry of Health to secure funding for the program, ensuring budget and resource management fulfil the requirements of the Ministry of Health contract, Sexual Health Program and Toronto Public Health.
• Anticipating and responding to the needs of approximately two thousand callers per month, frontline counsellors/staff, other departments, community groups, the media, and the Ministry of Health.
• Compiling and analyzing data for and preparing written reports, approving and distributing final reports for the Board of Health and Ministry of Health.
• Reviewing and approving communication materials for the community in various forms, and initiating communication with the Ministry of Health and Toronto Public Health on contentious issues as appropriate.
• Developing and updating policies and procedures which are compliant with the Ministry of Health guidelines and relevant legislation, including the Health Promotion and Protection Act, Child, Youth and Family Services Act, and Municipal Freedom of Information and Protection of Privacy Act.
• Developing program plans based on legislated activities, identified emerging issues, disease trends, or community needs, assessing existing resources, and prioritizing activities.
• Establishing program indicators to measure the success of program activities.
• Collaborating with colleagues across Toronto Public Health programs and external agencies such as the Ministry of Health regarding specific issues around disease trends, information, and planning.
• Providing supervisory cover of the Sexually Transmitted Infections program, as needed.

What You'll Bring: Essential Qualifications

To excel in this vital leadership role, you will possess a strong blend of academic background and practical experience in public health and program management. Key qualifications include:

• A Bachelor's degree in Health or Social Sciences; advanced training or a Master's degree in Counselling, Education, Nursing, or a related discipline is strongly preferred. Equivalent combinations of education and experience will be considered.
• Experience supervising, leading, and developing staff teams in a non-union and unionized environment.
• Experience providing sexual health and harm reduction counselling, education, and support to diverse populations.
• Experience developing, implementing, and maintaining program standards, policies, and procedures, with the ability to ensure compliance, consistency, and continuous improvement across program operations.
• Experience overseeing program data and leveraging strong technical skills to ensure data integrity, compliance, trend analysis, and accurate reporting.
• Proficiency in using Microsoft Excel to support data analysis and administrative functions.
• Knowledge of working with relevant legislation, standards and guidelines, collective agreements, and the Occupational Health and Safety Act.
• Demonstrated ability to develop and implement program standards, policies, and procedures.
• Excellent oral and written communication skills.
