Position Summary

The City of Toronto is seeking an experienced Engineer to join the Strategic Initiatives Planning unit within Toronto Water's Water Infrastructure Management (WIM) section. This is a crucial role supporting the long-term management of Toronto's vital water, wastewater, and stormwater infrastructure, serving 3.6 million residents. As an Engineer, you will apply your technical expertise to lead strategic infrastructure planning studies, focusing on growth servicing, service level enhancements, and addressing emerging demands on the division’s extensive infrastructure. This includes collaborating with various Toronto Water sections, City divisions, and external agencies to provide strategic guidance and determine necessary water infrastructure to support complex City-building initiatives.

The Water Infrastructure Management section oversees over $83 billion in assets and manages a 10-year capital plan of approximately $16.2 billion. Your involvement will be critical in projects related to sanitary or combined sewers, sewage pumping stations, wet weather flow management, and water distribution studies, ensuring the sustainable future of Toronto's water systems. This position offers a unique opportunity to contribute to significant infrastructure planning and management efforts for one of Canada's largest municipalities.

Responsibilities

As an Engineer in Strategic Initiatives Planning, your primary responsibilities will include, but are not limited to:

• Working with internal staff and consultants to lead and support on studies, projects and programs related to water infrastructure management including sewer and water capacity assessments, sewage pumping station capacity assessments, wet weather flow assessment including water quality, and master planning.
• Reviewing, commenting, and providing municipal engineering input on reports and drawings, design and analysis, policies, guidelines, procedures, bylaws, and legislation.
• Representing Toronto Water as a technical specialist and/or stakeholder at meetings with internal sections, City divisions, external agencies, the public and Councillor’s offices.
• Preparing technical reports, Committee and Community Council reports, figures and content for public education/communication purposes, as required.
• Managing assigned projects, ensuring effective teamwork and communication, and high standards of work quality, ensuring assigned projects are compliant with contractual and City requirements and completed within established timeframes.
• Preparing capital business cases, project charters, bid documents (RFPs, RFQs, REOIs), terms of reference, and scope of work for consultant assignments, including selection and direction of consultants undertaking professional services for Toronto Water.
• Developing procedures, guidelines, technical standards, and policies related to managing water infrastructure including growth management and infrastructure servicing.
• Leading and contributing to working groups, training sessions, and presentations that support knowledge sharing and process improvement.
• Performing other related duties, as assigned.

Qualifications

To be successful in this Engineer role, candidates must demonstrate the following key qualifications and experience:

• Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO).
• Completion of post-secondary degree in civil and/or municipal engineering; an equivalent combination of education and experience may be considered.
• Considerable experience as a Professional Engineer working with water, sewer, pumping, and/or stormwater infrastructure.
• Experience with capacity assessment, growth planning, infrastructure servicing, wet weather flow management, design and construction and/or development approvals processes.
• Experience in hydraulic modelling, studies and infrastructure planning.
• Experience using software pertinent to the job function including Geographical Information System (GIS), and modelling software such as Infoworks and/or Infowater or equivalent.
• Excellent communication and analytical skills to write technical reports, briefing notes, reports to Committee and Council, presentations, and responses to inquiries by external agencies and the public.
• Knowledge of the Municipal Class Environmental Assessment (EA) process, applicable to municipal infrastructure planning.
• Project and stakeholder management skills to plan, lead, manage and implement multidisciplinary projects of varied scope.
• Interpersonal, conflict resolution, leadership and problem-solving skills, with the ability to interact effectively with all levels of the organization.
• Fundamental knowledge of federal, provincial and municipal regulations, policies and guidelines related to the job (e.g. Occupation Health & Safety Act) and applicable to wastewater and stormwater systems, infrastructure planning and management.
• Project and contract management experience is considered an asset for this position.
