About the Role

The City of Toronto's Occupational Health, Safety & Wellness team is expanding, and we are looking for a dedicated Disability Management Consultant. Reporting to the Manager, Occupational Health, Safety & Disability Management, you will join a team of professionals providing vital expertise, consultation, and advice to management across City divisions.

This role is crucial for ensuring effective disability management services, navigating applicable collective agreements, policies, and procedures. We are looking for a solutions-oriented leader with considerable knowledge of both occupational (WSIB) and non-occupational disability management, including short-term and long-term disability, return-to-work programs, and attendance management.

Key Duties

As a Disability Management Consultant, your responsibilities will include providing comprehensive consultation and direct human resource services, ensuring the well-being of City employees. Your key duties will involve:

  • Participating on a team of People & Equity professionals to provide consultation and advice to managers in all aspects of disability management.
  • Providing consultation, interpretation, and direct human resource services to various divisions in all areas of Disability Management, including planning, implementing, advocating, promoting, and monitoring occupational and non-occupational disability management strategies and programs.
  • Managing all aspects of WSIB claims utilizing the City's QuatroSafety system.
  • Offering consultation on the assessment of return-to-work processes, accommodation, and work modification needs, and providing ongoing guidance to management staff on disability matters, including return to work for injured or ill workers.
  • Preparing regular summaries highlighting the progress of occupational and non-occupational disability management matters.
  • Acting as the client division's advocate and the City's representative with the Workplace Safety and Insurance Board, including at WSIB and Workplace Safety and Insurance Appeals Tribunal hearings.
  • Ensuring the development and/or facilitation of an array of training programs related to Disability Management.

Skills and Experience

To excel in this Disability Management Consultant role, you will bring a robust combination of education and practical experience. We are looking for candidates who demonstrate strong consultation skills and a deep understanding of relevant legislation and practices.

  • A post-secondary degree or diploma in a related discipline (e.g., Disability Management studies, Accommodation Management, Human Resources, Health and Safety, etc.), or an equivalent combination of education and experience.
  • Considerable practical experience in disability case management, workplace accommodations, and consultancy for both occupational (WSIB) and non-occupational injuries/illnesses.
  • Working experience with WSIB policies, practices, and procedures, including knowledge of the WSIB and WSIAT appeals process (e.g., preparing written submissions and appearing at appeals). Experience in WSIB management for a Schedule 2 Employer is an asset.
  • Considerable experience with data management and reporting systems for disability management, such as Quatro Safety or equivalent.
  • A thorough working knowledge of obligations and requirements related to the Workplace Safety and Insurance Act and WSIB policies, the Occupational Health & Safety Act and Regulations, collective agreement obligations, and sound human resources practices.
  • Excellent communication and human relations skills.
  • Highly developed analytical and problem-solving skills.
  • Excellent consultation skills at all levels within the organization.
  • Strong interpersonal skills with the ability to communicate effectively and maintain productive working relationships with managers, employees, union officials, and external stakeholders.
