About Metrolinx
Metrolinx connects communities across the Greater Golden Horseshoe. It operates GO Transit and UP Express, as well as the PRESTO fare payment system. The organisation is building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go better, faster, and easier. Metrolinx is an agency of the Government of Ontario.
At Metrolinx, equity, diversity, and inclusion are essential to living its values of serving with passion, thinking forward, and playing as a team.
The Opportunity
The Engineering & Safety Division, specifically its Rail Fleet function, is seeking a Reliability and Assurance Specialist to support the planning and delivery of rail fleet initiatives across GO, UP, LRT, and Subway programs.
This in-office position is based at the 91 Judson Street location. The team highly values collaboration, benefiting significantly from in-person co-creation, relationship-building, and hands-on partnership with leaders across the organisation.
This role is ideal for a professional with rail asset experience who can coordinate complex, multi-stakeholder initiatives, ensuring projects are delivered on time, within budget, and to defined quality and performance standards. The position is key to advancing Fleet priorities, including new fleet procurement, fleet modernisation, and asset performance initiatives.
Key Responsibilities
Lead and support Rail Fleet initiatives throughout the full project lifecycle, encompassing scope definition, schedule and cost control, risk management, quality assurance, performance monitoring, and reporting.
Collaborate closely with cross-functional internal teams, contractors, consultants, and external partners to coordinate project activities, resolve issues, and ensure alignment with Fleet and organisational objectives.
Support the delivery of key Fleet programs, including new fleet procurement, alternative propulsion and decarbonisation initiatives, such as battery-hybrid locomotives, and lifecycle performance improvement projects.
Establish and maintain project governance structures, including dashboards, key performance indicators, action tracking, and reporting frameworks, to monitor progress and drive accountability.
Coordinate the work of consultants and service providers, monitoring deliverables against contractual requirements, schedules, budgets, and performance objectives, while tracking and supporting the resolution of performance gaps.
Provide engineering assurance support by ensuring that technical documentation, standards, and change activities align with approved processes, safety requirements, and asset management objectives.
Collaborate with engineering and technical teams to review and coordinate engineering changes and documentation, ensuring appropriate controls, approvals, and records are maintained. This is not a hands-on design role.
Support the development of project scope and the procurement of professional services and works, including market engagements, Requests for Information/Proposals, evaluation support, and contract administration.
Liaise with internal and external stakeholders to collect, analyse, and report project and asset performance data in support of decision-making.
Perform other related duties as assigned.
What You'll Bring
A university degree or diploma in Engineering, Project Management, or a related field is required, or an equivalent combination of education, training, and experience.
Demonstrated experience supporting or delivering rail fleet or rail asset projects is essential; experience with locomotives and/or passenger rail vehicles is considered an asset.
A strong understanding of project management principles and practices, including scope, schedule, cost, risk, quality, and performance management.
Proficiency in MS Excel and data analysis/reporting tools is necessary; familiarity with Business Intelligence and visualisation tools, such as Power BI, is an asset.
Knowledge of Asset Management, a PMP / EIT designation, or C.E.T. certification is considered an asset.
Excellent written and verbal communication skills are required, with a proven ability to build collaborative and productive working relationships.
