As a Program Delivery Controls Analyst, you will be reporting to the team lead by the Senior Manager, Program Delivery Controls and Performance supporting various Program Control functions, including oversight and assurance for the CPG Rapid Transit (RT) Portfolio (Subways and LRTs) . The role will provide day-to-day program controls support by gathering, reviewing and collating data for the program controls function/team including scheduling, cost control and budgets, risk, document control, change management, quality and reporting. Working with other members of the Program Controls Team and the Project Delivery Teams (PDTs) within Rapid Transit collaboratively, you will be responsible to develop and validate data and its accuracy; and be the first line of defense ensuring completeness and accuracy.
What will I be doing?
As a Program Delivery Controls Analyst, the position will have opportunities to work in various functions within the RT Program Delivery Controls team.
This position will coordinate, contribute and assist in:
The development of processes and procedures for program controls governance and assurance across the RT program including, scheduling, cost, risk, quality and change management,
Activities within matrixed organizations or with multiple work groups for project controls deliverables regularly.
Prepare, and maintain monthly program control analytical reports such as cost & budget reports, forecasts, work burndown curves, project metrics dashboards, presentations, etc.
Coordinate monthly program controls review and checkpoint meetings, collect and validate project data, develop variance explanations with project teams, and document narratives
Activities from one or multiple program control disciplines can be assigned to program control needs.
Specific duties within each of RT program control groups are listed below.
As this is a cross functional role, the position will have the opportunity to work with and support each of the following controls disciplines with the following scope:
Program Scheduling
Supporting the development of program schedule details, updates, interfaces, and monitoring schedule progress, applicable metrics and assisting in schedule forecasts
Preparing analysis reports for updates at the program level.
Interfacing with Program Controls team and PDTs to compile schedule reporting details and status updates including, development of monthly schedule performance and analysis reports
Reviewing resource loading details and validating with the project team to ensure accuracy.
Developing and maintaining procedures and process for CPG Program Scheduling governance.
Program Cost:
Contributing to the development of processes and procedures for project controls governance across the RT program related to cost management and oversight
Compiling cost data and preparing program summary reports .
Preparing costs review details, forecasts, EV, EAC, ETC reviews and required validation analysis
Maintaining and updating applicable databases and provide admiration to overall database day to day operation.
Program Risk
Supporting the Risk team with preparation of regular risk status reports.
Supporting risk data system import/ export review and assurance and provide the required notification to the risk team and project team members.
Coordinating the production of metrics for project risk management and performing regular data analysis with associated tracking & reporting.
Supporting quantitative and qualitative analysis of risks within operational programs in order to identify high priority risks.
Quality Management & Document Management
Tracking and monitoring day-to-day document control activities for the Program Delivery Team to organize and align information with established policies, procedures, and project requirements, and to ensure that project information is accurate, controlled, transmitted, and archived for optimal tracking and retrieval
Performing routine data quality controls, and catalogues and indexes information for easy retrieval
Developing and maintaining procedures and processes for program governance across RT
Participating in the development of program-level reports and key performance indicators
Managing documents submissions and records management within the Program Delivery Team
Coordinating requirements for both internal and Office of the Auditor General audits
Maintain collaborative relationships with project controls function/team including estimating, scheduling, cost control, risk management, document control, change management, quality management, reporting, subject matter experts and/or project delivery teams.
Adapt to various working environments with multiple stakeholders with positive communication,
Adheres to quality standards as established by the business; identifies issues and proactively recommends process improvements to reporting manager
Supports development and implementation of project controls continual improvement actions/initiatives
Provide data analysis with quality, and contribute to the successful achievement of KPIs

What Skills and Qualifications Do I Need?
Demonstrated experience in various fields (engineering, procurement, construction, finance, operation, maintenance, etc.) of project/business/technical setting.
Degree in a related field (Engineering, Technology, Science, Project Management, Business, Finance)
Experience in a project control or project management work environment, with EPC (Engineering, Procurement, and Construction) & EPCM (Engineering, Procurement, Construction, & Management) is an asset
EPCM-type projects are considered an asset but not required or any type of infrastructure or transit-related experience deemed equivalent
PMP considered an asset
