The opportunity
The City of Mississauga is seeking a dedicated Manager, Innovation & Technology to lead the strategic planning, integration, and ongoing optimisation of critical parking enforcement technologies and digital platforms. This pivotal role supports the City of Mississauga’s Parking Services unit, driving modernisation in service delivery and enhancing both officer and customer experience. You will be instrumental in implementing smart parking systems, automated enforcement tools, and advanced digital ticketing solutions, ensuring system reliability and data integrity across all technological platforms used in Parking Services. - Post-secondary degree or diploma in Information Technology, Computer Science, Public Administration, Data Analytics, or a related field.
- Minimum 5–7 years of progressive experience in managing technology platforms, vendor contracts, or digital service delivery in a municipal or public-facing environment.
- Strong understanding of parking enforcement systems, License Plate Recognition (LPR), mobile ticketing, and smart city infrastructure.
- Experience managing system integrations, data flows, and user support across multiple platforms.
- Proven track record of working with vendors and cross-functional teams on system implementation and enhancement.
- Proficiency in data analysis, dashboard development, and performance reporting.
- Strong communication skills with the ability to translate technical concepts for non-technical audiences.
- Familiarity with privacy legislation, procurement practices, and IT service management principles is considered an asset.
Key duties
As the Manager, Innovation & Technology, you will oversee a comprehensive range of responsibilities crucial to advancing the City's parking enforcement capabilities. Your leadership will ensure the seamless operation and continuous improvement of essential digital tools and systems.
- Manage and supervise a team of direct reports responsible for parking enforcement technology operations, providing leadership, coaching, performance management, training, and workload coordination to support service delivery objectives.
- Lead the implementation, maintenance, and continuous improvement of parking enforcement technologies including License Plate Recognition (LPR), Gtechna, mobile ticketing devices, and enforcement-related applications.
- Manage vendor relationships for parking-related technology platforms and coordinate service level expectations, issue resolution, and upgrades.
- Oversee the lifecycle of enforcement IT tools, from procurement and configuration to deployment, training, and renewal.
- Support the modernisation of digital ticketing, handheld devices, officer mobility platforms, and officer-issued AMPS processes.
- Develop and maintain dashboards and analytics tools that support officer productivity, enforcement activity tracking, and compliance trends.
- Collaborate with IT, Legal, and the Field Services team to ensure technology solutions meet security, privacy, and legislative requirements.
- Provide technical expertise and guidance to senior leadership on systems enhancements, innovation opportunities, and digital transformation.
- Coordinate technology training, troubleshooting, and onboarding support for MLEOs and supervisors.
- Monitor industry advancements in smart parking and civic technology to evaluate applicability to municipal enforcement and service delivery.
- Contribute to budget planning for capital and operating technology expenditures, system licences, and hardware procurement.

Reporting directly to the Manager, Parking Services, you will lead a dedicated team focused on parking enforcement technology operations. This role involves close collaboration with various internal departments, including IT, Legal, and Field Services, to ensure integrated and compliant technology solutions.
