This Senior Strategy Manager role at TELUS in Mississauga, Ontario, focuses on leading government and community relations for the company's fibre build program across the province. Key duties include developing a proactive municipal engagement strategy, managing government relations, and overseeing permitting processes.

Candidates should possess a Bachelor's degree and at least five years of experience in government relations, municipal affairs, or infrastructure development, with strong knowledge of Canadian municipal permitting.

About the Opportunity

TELUS is seeking a highly motivated Senior Strategy Manager to lead its critical government and community relations strategy for the extensive Ontario fibre build program. This pivotal role serves as the primary connection between TELUS's fibre construction initiatives and the various municipal bodies, permit offices, and government entities essential for successful build progression. The successful candidate will be instrumental in building and maintaining trusted relationships across all levels of government, unifying internal teams, and establishing TELUS as a reliable partner in every market we enter. This position requires a strategic thinker capable of navigating complex political environments and ensuring the smooth execution of infrastructure projects.

Key Responsibilities and Strategic Impact

The core responsibility involves developing and governing a unified, proactive municipal engagement strategy and approach to government relations across all Ontario TELUS fibre build markets, ensuring TELUS presents a single, coordinated voice. This includes leading engagement across political, senior administrative, and operational levels of government in Eastern Canada, fostering long-term relationships with key decision-makers. A significant aspect of this role is enabling and accelerating the Eastern Canada fibre build pipeline, which involves navigating sophisticated competitive positioning against established incumbents in new markets. The Manager will also oversee permit acquisition processes with municipal and utility stakeholders, proactively tracking regulatory changes, such as provincial infrastructure legislation, to resolve permitting risks before they impact construction schedules. Furthermore, this role coordinates closely with the broader Fibre Community Enablement team, ensuring municipal readiness aligns seamlessly with construction timelines and Go-To-Market activation triggers. Producing detailed intelligence and executive briefings, maintaining a regional stakeholder map, and supporting Ontario subsidies programs are also vital components of this strategic position.

Qualifications for Success

To excel in this Senior Strategy Manager role, candidates should possess a Bachelor's degree in Business, Public Administration, Political Science, Urban Planning, or a related field, or equivalent practical experience. A minimum of five years of experience in government relations, municipal affairs, infrastructure development, or telecom/fibre build programs is essential. Applicants must demonstrate a proven ability to navigate complex political environments and effectively build relationships across all levels of government. Strong knowledge of municipal permitting, utility coordination, and regulatory processes within Canadian markets is a critical requirement. The role demands experience collaborating effectively within fast-paced, cross-functional teams and a track record of managing multiple priorities while delivering results under tight timelines. Excellent communication, negotiation, and relationship-building skills are paramount. While not mandatory, experience working with programs at the municipal, provincial, or federal level is a strong asset, as is bilingualism in French and English, particularly for engagement in Quebec and other Eastern Canadian markets. Familiarity with the Canadian telecom/fibre industry and its competitive landscape will also be beneficial.
