About the Role: Leading Global Compliance Testing

The Senior Manager, Corporate Functions Compliance Testing, plays a pivotal role in the success of Scotiabank's Global Compliance Testing program. This position focuses specifically on Corporate Functions, both internationally within IB Countries and domestically in Canada. The incumbent is responsible for ensuring that all individual goals, plans, and initiatives are effectively executed to support the team’s strategic objectives. A core aspect of this role is to ensure all activities strictly adhere to governing regulatory requirements, internal policies and procedures, and the Bank's ethical standards. This involves leading and overseeing the scope and execution of comprehensive compliance testing to assess oversight and controls for adherence to legal, regulatory, and internal Bank policy requirements across various corporate functions. The role demands a proactive approach to identifying potential violations or risks of non-compliance, making timely recommendations to mitigate compliance risk during testing engagements. This senior position is critical in maintaining the Bank's robust compliance framework and managing its regulatory exposure.

Key Responsibilities and Strategic Impact

This role involves close collaboration with the Director of Testing and other Compliance partners to develop, support, and execute the comprehensive testing program. A significant responsibility includes participating in the development of the Annual Test plan, coordinating with local compliance counterparts, the first line of defence (1B), and internal audit teams, while also tracking and reporting testing completion against this plan. The Senior Manager will cultivate strategic relationships and alliances with key contacts across the IB Business Line, CF Compliance, and CF partners to ensure alignment of testing across the three lines of defence. Understanding applicable regulatory requirements is paramount to designing testing adequately to identify potential control gaps and non-compliance with regulatory requirements, best practices, and internal policies. The role also involves reporting testing status and results to senior management, escalating potential issues and exceptions, and working with business line and Corporate Functions management to understand compliance risk and adjust testing approaches accordingly. Furthermore, the Senior Manager will identify and build a risk-effective and cost-efficient testing program, providing feedback on enhancements to the testing methodology, and validating remediation actions taken by management to close reported testing issues. Strong analytical skills are essential to identify and analyze trends and gaps across departments, leading to the implementation of necessary process changes.

Skills and Experience for Success

To excel in this challenging senior role, candidates should possess a Bachelor's degree or an international equivalent, coupled with a professional designation or degree such as CPA, CFA, MBA, or CISA. A minimum of seven years of experience in compliance, audit, or regulatory exam support is required, with at least three years specifically involving testing or audit functions. Excellent knowledge of Corporate Functions, including Global Risk Management, Finance/Tax, Human Resources, Marketing, Real Estate, Information Technology & Solutions, Corporate Secretary, Legal, Corporate Security, Communications, Government Affairs, and Ombudsman, along with their related regulatory compliance requirements, is essential. The successful candidate will demonstrate strong attention to detail, exceptional written and verbal communication skills for interacting across all organizational levels, and excellent analytical capabilities to review, interpret, and synthesize data for investigations. Demonstrated leadership and people management skills, strong coaching abilities, and effective relationship management are also critical. The role demands a highly organized individual with the capacity to manage multiple complex compliance reviews and projects simultaneously, meeting timely deadlines. Fluency in Spanish is preferred, reflecting the international scope of the Corporate Functions compliance testing program. The ability to be a strategic thinker, a clear and confident communicator, and a change manager who can demonstrate agility and resilience in dynamic environments are key attributes for this position.
