This temporary full-time position with the City of Saskatoon, within the Utilities and Environment Division's Saskatoon Water department, is available for approximately 12 months. The successful candidate will coordinate and supervise water treatment plant operations.
The role falls under The Society of Unionized Professionals and will be filled in accordance with the Collective Bargaining Agreement. External candidates will be considered if the position is not filled internally. The standard work week for this position is 36.67 hours.
The Water Operations Manager evaluates, plans, and monitors corrective actions to optimise water treatment plant processes. This includes managing assigned staff, overseeing hiring, scheduling, assessing staffing needs, and conducting performance management and disciplinary actions when necessary. The role also involves planning and approving staff development.
Ensuring provincial Permit to Operate parameters are consistently maintained is crucial, which involves developing, monitoring, and maintaining an effective Quality Assurance / Quality Control policy program. Regular updates must be provided to the Plant Manager as required.
The manager plans and participates in developing and incorporating action items from the safe work management program and Occupational Health and Safety Committee meetings, potentially serving as a co-chairperson. They also coordinate with the Plant Manager on process improvement studies and direct operations staff efforts in this area.
Supervision and assistance in developing Standard Operating Procedures, Contingency Response Plans, and Emergency Response plans for Operations activities are key. The role also involves supervising, developing, and coordinating the Operator-in-Training program. Participation in research to improve process operations and drinking water quality is also expected.
Maintaining close liaisons with the Maintenance Manager and the Laboratory Division is essential. The manager assists the Plant Manager in identifying, coordinating, and commissioning capital development projects, acting as a project team leader in reviewing and providing recommendations for technical drawings and specifications. Assistance with developing operations and process-related budgets is also required. The incumbent may also perform duties of the Plant Manager (WT) or Maintenance Engineer (WT) as needed, and other related duties, including 24-hour Direct Responsible Management.
Candidates should possess a degree in engineering, chemistry, or microbiology. A graduate degree with a thesis in a related field would be considered an asset. Possession of, or the ability to obtain, a Class IV Water Treatment Operator certificate is also required.
Four to six years of progressive management, engineering, and water treatment experience are essential. Applicants must demonstrate considerable knowledge of corporate safety practices, procedures, and policies, including the Saskatchewan Occupational Health and Safety Act and Regulations.
Effective communication skills, both oral and written, are necessary. The ability to plan, coordinate, and direct the work of technical and operational staff is also required, along with the capacity to work both independently and effectively within an interdisciplinary group environment. Establishing and maintaining effective working relationships is key to success in this role.
The salary for this temporary full-time position ranges from $103,316.64 to $121,263.84 CAD per annum, based on 2026 rates.
