This position performs professional engineering work related to municipal water and sewer and roadways projects, including providing project management and supervising staff. This is a temporary full-time position for approximately 24 months. This role falls under The Society of Unionized Professionals and will be filled in accordance with the Collective Bargaining Agreement.
Key Responsibilities
Manage the planning, design, and construction of complex water and sewer, roadways, and other municipal rehabilitation or land development capital projects within the City of Saskatoon. Coordinate with internal civic departments, regulatory agencies, and utility companies on the planning, design, and approval of construction projects. Prepare preliminary and detailed cost estimates for budgeting and approvals.
Coordinate with an internal project team consisting of survey, drafting, and engineering technicians to develop detailed construction drawings, material selections, technical specifications, contracts, and procurement documents. Review contractor tenders or proposals for compliance with specifications, schedules, and budgets. Manage municipal water and sewer, and roadways contractors to confirm projects are following contract standards, specifications, and regulations while also ensuring delivery within the project budget and schedule.
Ensure constant and effective communication between all project stakeholders including civic staff, contractors, regulators, the public, and municipal politicians as required. Perform regular on-site quality and safety audits throughout construction. Provide detailed status reports on project finances, schedules, quality assurance, and compliance with Occupational Health and Safety requirements. Investigate, evaluate, and recommend new or alternate technology or construction methodologies.
Assist with the administration or updating of standards, specifications, bylaws, and regulations governing the materials and construction techniques used within municipal water, sewer, and roadways infrastructure. Assist with internal process improvement initiatives as required. Supervise and train technical support staff. Perform other related duties as assigned.
What You'll Bring
A degree in Engineering is required. Candidates should possess four to six years of progressively responsible engineering experience in municipal water, sewer, and roadways infrastructure. Registration, or eligibility for registration, as a Professional Engineer by the Association of Professional Engineers and Geoscientists of Saskatchewan is essential.
Possession of a valid Saskatchewan Class 5 Driver’s Licence and a current driver’s abstract from SGI demonstrating a safe driving record are mandatory. A vehicle suitable for use in the performance of duties is required. Demonstrated ability to analyse, evaluate, and prepare a wide variety of reports, plans, and specifications.
The ability to lead, manage, and participate in all phases of engineering projects. Excellent communication skills, both oral and written, are necessary. The ability to establish and maintain effective working relationships with staff, contractors, and the public. Proven ability to plan, direct, and supervise the work of support staff. Proficiency in the operation of a computer with word-processing and spreadsheet software.
Our Commitment
The annual salary for this position ranges from $93,293.52 to $109,486.56 CAD (2026 rates).
