The Scarborough Subway Extension (SSE) is a transformative transit project being delivered using the Progressive Design Build Model, which is currently in its implementation phase. This role is crucial for driving the SSE forward with key partners and stakeholders, built on a foundation of trust, respect, collaboration, and reasonableness. The Senior Project Manager, Third-Party Co-ordination, will lead a skilled team to work with project staff, external transit partners, and stakeholders to deliver intended project and third-party benefits and outcomes on time, on schedule, on budget, and with a safety-first mindset.
Key Responsibilities
You will lead a team of subject matter experts in the fields of real estate and land acquisitions, infrastructure and utilities, traffic and transportation, permits and approvals, as well as stakeholder management to support the successful delivery of the SSE project.
Conduct annual internal and external resource planning activities within the purview assigned by the Director to ensure proportionate resources are available to meet the lifecycle needs of the project within established budget limits.
Assign, coach, and manage work plans, assignments, and deliverables of related disciplines to ensure adherence to timelines, achievement of performance objectives, and develop and implement action plans to address performance gaps.
Develop and execute strategies to accelerate SSE design and permitting approvals by relevant authorities having jurisdiction, leveraging the tools within the Building Transit Faster Act, if and where warranted.
Facilitate negotiations and timely decisions through the established governance structure with transit partners to effectively manage project delivery risks.
Chair and actively participate at established governance tables.
Maintain and enhance the risk management framework, plans, reports, and related key performance indicators among accountable disciplines.
Ensure timely risk and issues management practices and procedures are implemented by your team and escalated through an established governance structure, as may be required, with options and recommendations for how to eliminate identified risks, or to mitigate and close out active issues expeditiously as the case may be.
Prepare and present detailed reports and materials for internal and external stakeholder groups as directed, and work closely with communications staff in the preparation and delivery of various community engagement activities. You will also participate in briefings for elected officials and other external stakeholders as required.
This position requires working five days per week from the main project office located at 100 Consilium Place, Scarborough.
What You'll Bring
Completion of a degree in Engineering, Architecture, Urban Planning, Business Administration, Project Management, or a related discipline, or a combination of education, training, and experience deemed equivalent.
Demonstrated experience in engineering, architecture, and project management services associated with the planning, design, commercial aspects, contract administration, and construction of transit stations or railway corridor infrastructure.
A detailed understanding of different procurement strategies and delivery methodologies such as Design-Bid-Build, Design-Build, Design-Build-Finance-Maintain, and Design-Build-Operate-Finance-Maintain. Experience with collaborative models, including Progressive Design Build, is considered an asset.
Exceptional project management skills are required to lead and manage large, complex projects. A valid Project Management Professional (PMP) certification is an asset.
Advanced experience with project risk management frameworks and methodologies.
Knowledge of the Building Transit Faster Act.
Strong stakeholder management and negotiating skills are essential to navigate between multiple parties with differing perspectives, along with interpersonal skills to develop collaborative relationships.
Demonstrated ability to build relationships with stakeholders and achieve milestones in a multi-stakeholder, multi-disciplinary environment.
Proven ability to build and maintain strategic relationships to work across divisions and with internal and external stakeholders or clients.
Superior interpersonal and oral, written, and presentation communication skills are necessary to collaborate with internal and external stakeholders and transit partners.
A valid Ontario Class ‘G’ driver’s licence is required to travel to various site locations.
