About the Role
Our Operations Finance Office is seeking a dynamic and strategic Manager, Financial Analysis & Reporting. This role is crucial for driving financial insights and decision-making through collaboration with various Metrolinx stakeholders, including Sponsors, Planning, Commercial, and Operations.
You will lead and support the development of business cases, strategic procurements, operating budgets, forecasts, and financial models, ensuring strong organisational alignment. This position offers an exciting opportunity to influence financial strategy while enhancing collaboration, strengthening governance, and advancing reporting processes. Key Responsibilities
You will lead and provide insight into identifying business and strategic opportunities and risks, managing relationships proactively to detect, assess, and resolve risks. Partner with the business to provide financial assessments, monitor and analyse the development and implementation of mitigation plans to maximise opportunities for financial performance or recovery. This also includes leading or supporting negotiations related to finance or funding.
Identify emerging cost pressures and productivity trends, offering strategic insight on efficiencies and representing financial interests in cross-functional initiatives. Provide leadership in strategy, governance, and alignment for financial performance and reporting, contributing executive-level financial analyses to the enterprise Operating Budget and Forecast.
Lead the development of budget strategy, key financial messages, and executive briefings, clearly articulating financial impacts, risks, trends, and recommendations. Drive continuous improvement across financial planning, reporting frameworks, and governance practices to enhance organisational performance and decision support.
Support business cases and lead 'what-if' analysis, market/peer research, and financial/economic modelling to ensure all options and opportunities are properly evaluated for sound decision-making, such as for new service introductions or business transformation. Communicate and provide support to internal and external clients to achieve organisational goals, collaborating with other stakeholders across Metrolinx Finance to ensure alignment of activities.
Establish processes, controls, and measures to ensure appropriate expense allocation, cost management, and overall fiscal responsibility. Manage a team of 4-6 staff, defining roles, responsibilities, and expectations, and delivering timely feedback to ensure a cohesive operational unit and optimum use of team skills.
What You'll Bring
Completion of a degree in Business Administration, Finance, or Economics, or an equivalent combination of education, training, and experience. A Master’s degree in Business Administration or Economics is considered an asset. You will have demonstrated progressive experience in business and financial planning within a large private or public sector organisation, including directing a team of professionals. Possession of a Chartered Professional Accountant (CPA) designation is an asset.
Strong knowledge of Generally Accepted Accounting Principles (GAAP) and decision-making and approval processes, estimating, and budget development. Expertise in financial planning, budget development methods, techniques, procedures, and policies to act as a trusted advisor to senior leaders, providing authoritative business planning and financial advice to support executive decision-making. This includes applying relevant business planning and budget development methodologies and frameworks, and providing verbal briefings to senior management.
Knowledge of the principles of accountability and risk management, along with key performance measurement methodologies, practices, and techniques to lead the development and delivery of divisional objectives, business cases, KPI targets, risks, and multi-year budgets.
Proven managerial and leadership skills to manage and motivate staff, plan, set priorities, schedule, and manage team deliverables. Excellent interpersonal and oral, written, and presentation communication skills are required to provide advice and expertise, develop working relationships, collaborate, and conduct meetings and presentations with senior management, both internal and external to the organisation.
Strong analytical and problem-solving skills to identify potentially contentious issues, anticipate adverse effects, risks, and potential problems, and develop effective solutions.
