Site Procurement Manager - Microsoft Canada, Toronto

Position Summary

Microsoft Cloud Operations and Innovation (CO&I) is the foundational team powering Microsoft's vast cloud infrastructure. Within CO&I, the Engineering Procurement and Construction (EPC) team is dedicated to delivering core datacenter infrastructure for Microsoft’s expanding cloud business. This portfolio encompasses complex, multi-disciplinary, large-scale, and multi-year datacenter construction and lease projects across Canada and beyond.

We are actively seeking a passionate and high-energy Site Procurement Manager to join the OFCI Site Execution Team in Toronto, ON. This critical role involves providing strategic sourcing, contracting, supplier-management, compliance, and functional direction across regional datacenter projects. The successful candidate will ensure optimal cost, capacity, quality, and delivery outcomes, directly contributing to the success of Microsoft Canada's technology initiatives. This position requires working onsite 5 days per week and may involve occasional travel to datacenter campuses in Quebec City.

Day-to-Day Responsibilities

As a Site Procurement Manager, you will partner closely with broader Global Supply Chain teams, including Planning & Analytics and Supplier Quality, alongside the overall Site Projects team. Your primary objective will be to ensure the on-time delivery for large, complex datacenter construction projects. This management role focuses on post-award activities supporting Capital Equipment procurement and project execution, including managing supplier performance and leading cross-functional teams.

Key responsibilities include:

• Executes and manages Equipment contracts for large, complex data center construction projects and/or purchasing opportunities to ensure optimal cost and time to delivery for Microsoft customers.
• Collects relevant internal and industry data to understand business requirements, benchmarks data against relevant markets, and shares industry and category expertise across stakeholder teams to execute and/or develop strategies.
• Integrates business specifications for complex purchasing areas into Request for Information (RFI) and/or Request for Proposal (RFP) processes.
• Collaborates cross-functionally to define and manage supplier scorecard criteria (e.g., key performance indicators [KPIs], Service Level Agreements [SLAs]), coordinates supplier performance/recovery reviews, and drives corrective actions.
• Actively partners with suppliers to identify and drive continuous improvement and risk management opportunities by evaluating procedural, operational, and/or environmental factors, analyzing root causes of issues, sharing insights with key stakeholders, and influencing the adoption of needed improvements.
• Manages contract and price negotiation activities for equipment categories (including labor) cross-functionally and ensures that both price and capacity needs are met while also reflecting Microsoft's cross-functional engagement with suppliers.
• Identifies cost reduction opportunities and works closely with suppliers and internal stakeholders to drive cost competitiveness.
• Understands construction industry contracting norms and Microsoft contracting requirements; participates and/or leads negotiation of contracts that meet business goals.
• Identifies risks and roadblocks to contract execution and drives action internally and/or externally to resolve and/or escalate, as appropriate.
• Monitors and mitigates the impact of change orders to the underlying business case, and partners cross-functionally to adjust impact models.

Specific duties related to Change Order Management include:

• Monitor and mitigate the impact of change orders to the project, and partners cross-functionally to resolve/escalate accordingly.
• Attend cost/change management meetings to ensure any change orders of additional equipment and labor are executed promptly and timely.
• Act as the commercial Subject Matter Expert and prescribe the appropriate entitlement and justification for all change orders.
• Negotiate Claims with the detailed understanding of the contractual conditions and partner with regional claims to settle or escalate.

Regarding Compliance, you will be responsible for:

• Ensures adherence to policy, educates stakeholders and suppliers on policy compliance, and manages the remediation and resolution of sourcing issues.
• Identifies opportunities to adapt policy as needed to mitigate risk and better enable suppliers to meet business requirements.
• Ensures consistency, timeliness, quality, and accuracy of deliverables, and ensures Procurement stakeholders are aware of Service Level Agreement (SLA) and/or defined milestones and deliverables terms.
• Communicates delay to Procurement stakeholders, and independently proposes and executes contingency measures.

Stakeholder Collaboration is a key aspect of this Site Procurement Manager role. You will develop pricing and negotiation strategies for contract changes across multiple purchasing categories, ensuring clear articulation of tradeoffs, roles, and responsibilities. This involves gaining executive support for strategies both internally and externally, identifying negotiation setbacks, and taking action to mitigate contract disagreements. You will drive early business engagements for complex business areas or purchasing categories with cross-functional leadership, including planning, strategic sourcing, cost, engineering, quality, construction, and project managers, to define and drive action on supply solutions and strategies, business requirements, optimal sourcing on spend/budget, and align on priorities. You will also share expertise to advise cross-functional teams on sourcing decisions. Internal and external partners include:

• Internal: Engineering, procurement, planning, quality, construction, cost management, finance, safety, legal, risk management and other groups as needed.
• External: Equipment Suppliers, Architectural Engineering, Commissioning Agents, consultants, and industry groups.

Management of Original Equipment Manufacturers’ (OEM) Field Service Technician/Engineer involves:

• Manage and oversee Supplier labor management in coordination with General Contractor, Scheduling Teams, and Internal Planning Teams to align schedules and deliverables.
• Manage schedule compliance and escalations from field team to support installation and Commissioning (Cx) activities as required to drive efficiencies between Supplier and General Contractor.
• Negotiate and manage any change orders for overtime, schedule compression and acceleration as needed.

For Owner Furnish Contractor Installed (OFCI) Management & Quality Assurance, you will:

• Help facilitate the Mechanical Engineer and Plumbing (MEP)/Owner Furnished Contractor Installed (OFCI) equipment once delivered to site, including inspections and appropriate sign offs.
• Address quality-related issues as they arise and report to the quality team and category management as appropriate.
• Coordinate post-IFC design changes and deliver aligned project specifications, compliance documents, and technical submittals across procurement, engineering, and stakeholders.

Qualifications

To be successful in this Site Procurement Manager role, candidates should possess a strong background in supply chain, project management, and business operations, ideally within a technology or engineering context. The ability to meet Microsoft, customer, and/or government security screening requirements is essential, including passing the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Required qualifications include:

• Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 4+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR
• Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 6+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR equivalent experience.

Additional or preferred qualifications that would further strengthen your application for these Microsoft Canada jobs include:
