Metrolinx is dedicated to connecting communities across the Greater Golden Horseshoe. This is an in-office position based at 277 Front St W in Toronto. The team thrives on collaboration, with much of its work benefiting from in-person co-creation, relationship-building, and hands-on partnership across the organisation. The Asset Management and Maintenance Safety Office is seeking a Senior Safety Officer to supervise the administration of the safety program and monitor ongoing alignment with legal and regulatory requirements and the Metrolinx Safety Management System (SMS).
Key Responsibilities
Implement safety management programs to eliminate hazards, mitigate risk, and align with the Metrolinx Safety Management Systems, including implementing corrective action plans for non-compliance issues.
Review incident investigation reports, track and analyse accident and injury trends to identify areas for improvement, develop and recommend intervention strategies to enhance safety awareness and reduce accidents, and prepare safety performance reports for management review.
Lead and perform safety assurance audits and inspections of business units and external contractors to identify safety hazards.
Lead and coordinate with internal departments to establish annual safety objectives and performance indicators, and work with management to develop safety goals, objectives, safety initiatives, and action plans.
Liaise with external contractors and safety representatives, review contracts and safety management plans for adherence to safety programs, and provide recommendations to meet Metrolinx’ safety requirements.
Lead and perform risk assessments to eliminate or reduce hazardous effects on the public, passengers, and employees, validate corrective action plans, and work with business units on their implementation.
Report on and investigate critical incidents and those with high-risk potential, investigate or provide close-out of investigations performed by external contractors, and coordinate or facilitate complex investigations.
Liaise and work collaboratively with the broader safety division and business units regarding hazard identification and control, contractor monitoring, regulatory requirements, accident investigation, and notifications to external authorities.
Lead the development and implementation of internal systems to monitor compliance with established policies and procedures.
What You'll Bring
Completion of a degree in safety or a related discipline, or an equivalent combination of education, training, and experience.
Demonstrated progressive experience developing, coordinating, and monitoring safety programs and activities.
A Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) designation is considered an asset.
The ability to obtain qualifications in Canadian Rail Operating Rules (CROR) is required.
A valid Ontario Class "G" driver's license is essential.
Knowledge of the interpretation and application of legislative and regulatory requirements, including best practices, procedures, and processes governing occupational health and safety, road transportation, and/or rail transportation (e.g., Highway Traffic Act, Railway Safety Act, Occupational Health & Safety Act and regulations).
Knowledge of transit operations, property management, and facility operations to contribute to identifying and mitigating potential safety risks and disruptions.
Strong customer service skills to administer safety management practices on Metrolinx properties.
Excellent analytical and problem-solving skills to examine incidents, detect root causes, and resolve issues effectively.
Working Environment
This role requires working days, evenings, nights, weekends, and/or holidays on a 24/7 rotational shift basis, and is subject to call-in during emergencies and for accident investigations.
Frequent fieldwork (80%) is involved in active bus and railway environments, with exposure to noise, varying weather conditions, and moving equipment.
Work is often outdoors at locations across the Metrolinx network and operating areas, in all types of weather conditions and at all times of the day or night.
Frequent exposure to properly controlled hazards (e.g., train movements, vehicle movements, designated substances, fumes, and flammable/combustible agents) is expected. Personal protective equipment (e.g., hard hats, hearing protection, protective eyewear, protective clothing, fall protection, respirators, and protective footwear) is required.
The primary work location is 277 Front St West, though this may be subject to change or reassignment.
