The Senior Network Analyst - Cybersecurity plays a pivotal role in performing complex technical and analytical work, with a primary focus on cybersecurity. This position is crucial for the investigation, design, configuration, implementation, and ongoing maintenance of VPL's data network, servers, storage, and associated infrastructure. You will be instrumental in designing, configuring, installing, supporting, monitoring, and maintaining cybersecurity systems related to the library’s wired and wireless network infrastructure, ensuring the security and availability of data, voice, video, and wireless network services.

Working within the Information and Technology Services team at the Central Library, this role involves collaborating with various departments to establish new services and connectivity. The incumbent will take direct responsibility for designing and supporting operational procedures and tasks related to cybersecurity, often providing guidance to more junior members of the Network and Server Team. This position requires considerable independent judgement and action, especially in the analytical and technical aspects of the work, and involves access to highly sensitive and business-critical information from all library departments, underscoring the importance of robust security measures and extensive knowledge.

What You'll Do

As a Senior Network Analyst - Cybersecurity, your expertise will be critical in safeguarding the Vancouver Public Library's digital assets and ensuring the seamless delivery of services. You will contribute to the overall IT security posture, supporting financial responsibility and legal compliance within a dynamic public sector environment, making this an impactful role among jobs in Vancouver.

• Implement Cybersecurity technologies to secure and protect services delivered to Library patrons and staff.
• Monitor firewall logs, intrusion detection logs, and other data collected by Library systems, conducting detailed reviews of pertinent traffic and transactions on any given system or network within the Library.
• Plan, implement, administer, maintain, and monitor IT security controls for all digital assets and processes (network, hypervisor, endpoint, server, application, etc.).
• Conduct vulnerability assessment, validation, and remediation.
• Manage firewalls, routing and switching equipment, and Intrusion Detection/Prevention Systems.
• Oversee anti-malware protection and management, remote access systems, and VPN.
• Administer Identity and Access Management Systems and Directories.
• Lead security incident management and response, including system forensics.
• Implement Data Loss Prevention and endpoint security for various devices (laptops, workstations, mobile devices).
• Ensure robust network security (Wired & Wireless) and application security.
• Perform operating system hardening and managed file transfer.
• Manage logging and monitoring systems (SIEM) and network segmentation.
• Implement multi-factor authentication and mobile device management.
• Provide user and system administration support.
• Offer tactical technical advice and consultation to Library project teams regarding cybersecurity technology adoption.
• Stay current with developments in cybersecurity and recommend new approaches and application of new technology to meet business objectives.
• Deliver an educational security awareness framework for Library staff, both business and technical, utilizing multi-channel approaches.
• Take a lead role in the technical response to cybersecurity incidents, including direction of other team members involved in the response.

Who We're Looking For

We are seeking a proactive and experienced professional with a strong background in network and cybersecurity. Your ability to apply considerable knowledge and practical experience will be essential in maintaining a secure and reliable information technology environment for the Vancouver Public Library, contributing to City of Vancouver careers in administration.

Education/Qualifications:

• Bachelor’s degree in Computer Science, Engineering, or a related field, or equivalent training and experience related to the work.
• Current certification in technologies and practices related to the job: CISCO network certifications, MCSA, MCITP or MCSE, VMWare Certified Professional, CompTIA.

Experience:

• Minimum 3 years related data network and infrastructure management experience.
• Minimum 1 year PCI implementation related experience.
• Minimum 1 year supervisory experience.
• Extensive Cisco experience and related Cisco training is desirable.
• Experience working in the Public sector is an asset.
• IT security certification is an asset.
• Networking certification in the technologies being supported is an asset.
• Microsoft certification is an asset.

Knowledge, Skills & Abilities:

• Considerable knowledge of current cybersecurity standards & technologies.
• Considerable knowledge of industry standard best practices in installing, configuring, supporting, and securing.
• Thorough knowledge of monitoring and reporting tools.
• Thorough knowledge of server technology and software, including Microsoft Server, Microsoft SQL server; Linux.
• Considerable knowledge of integrated library software systems.
• Thorough knowledge of system integration between business applications and across technical platforms.
• Thorough knowledge of network and communications hardware such as routers, bridges, switches, Firewalls.
• Thorough knowledge of server operations, functions, and procedures.
• Thorough knowledge of storage operations, functions, and procedures.
• Thorough knowledge of VPNs, communications software, and protocols such as TCP/IP, GRE Tunnelling, VRF, xDSL, T1, 802.11x, OSPF, BGP and EIGRP.
• Experience with DMZ.
• Familiarity with strong cryptography and security protocols to safeguard sensitive cardholder data during transmission.
• Familiarity with time synchronization technology.
• A current and valid Class 5 BC driver’s licence is also a requirement of this position.
• A Police Information Check (Vulnerable Sector) is a requirement of this position. As a designated Position of Trust, this must be renewed every 5 years.
