The Opportunity to Shape Toronto's Infrastructure

The City of Toronto's Engineering & Construction Services (ECS) Division is crucial for creating the safe and sustainable municipal infrastructure that makes Toronto so livable. This division provides specialized engineering design and construction services to various City of Toronto divisions, agencies, and external clients.

As a Senior Engineer in the ECS Roadways section, you will play a vital role in providing project management and engineering support. Your work will ensure reliable, economical, and effective City-wide engineering services, including technical review and expert opinions on the planning, design, and operation of the division's programs and projects. The Roadways section specifically manages projects related to roads, sewers, green linear infrastructure, watermains, streetscaping, cycling infrastructure, and TTC track replacement.

Driving Key Engineering Projects and Technical Excellence

In this Senior Engineer role, your contributions will directly enhance Toronto's public works through comprehensive program management, technical leadership, and effective stakeholder engagement.

• Manage the multi-year local road resurfacing program of allotted projects.
• Direct project team staff to meet deadlines and ensure effective teamwork and communication.
• Maintain high standards of work quality and organizational performance, with a focus on continuous learning and data maintenance.
• Control expenditures within budget.
• Secure all required engineering permits and approvals.
• Gather and refine project scope.
• Determine the financial impact of projects and proposals.
• Review and comment on technical drawings, engineering studies, specifications, plans, and cost estimates.
• Assist in preparing capital and operating budgets.

• Conduct research into assigned areas, considering technological developments, corporate policies, legislation, and initiatives by other government levels.
• Provide technical advice, reviews, and expertise using standard engineering principles and practices.
• Assist in the operation, development, and maintenance of the Division’s programs, facilities, and equipment.
• Prepare engineering analyses and evaluate new systems, work procedures, and technologies to improve divisional performance.

• Work collaboratively with multidisciplinary teams, contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders.
• Represent the City on committees and provide input at meetings.
• Liaise with the public, developers, consultants, stakeholders, Councillors, other divisions, and government agencies regarding projects, programs, and developments.

Qualifications for a Senior Engineering Leader

To succeed as a Senior Engineer with the City of Toronto, you will possess a robust professional background in engineering and project management, coupled with strong communication and leadership skills.

• Registration with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. license with PEO.
• Extensive experience applying the principles of engineering and managing and delivering municipal public works projects, design and construction, related to roads, sewers, and watermains.
• Considerable experience related to the design and construction of traffic signals and the relocation of street lighting and power distribution assets.
• Considerable experience developing and managing program management RFPs / consultant assignments.
• Extensive experience in client management and communicating with a diverse group of stakeholders.

Your professional background should also include knowledge of engineering principles and project management as it relates to public works, asset management principles (including data collection, analysis, and estimating), and the ability to apply relevant legislation, standards, Acts, By-laws, and Regulations, including the Occupational Health and Safety Act. You should be adept at reading, interpreting, and reporting on engineering plans, drawings, specifications, and reports, conducting studies, developing solutions to engineering issues, and leading technical studies and projects.

• A valid Province of Ontario Class "G" Driver's License, with the ability to drive to different sites in a timely manner.
