The Opportunity

Metrolinx is a Government of Ontario agency dedicated to connecting communities across the Greater Golden Horseshoe. Through operating GO Transit and UP Express, managing the PRESTO system, and building new rapid transit infrastructure, Metrolinx is transforming how people travel. This Senior Construction Safety Officer role is a vital part of these efforts, focusing on ensuring safety compliance and assurance for critical capital infrastructure projects.

Based in our collaborative 20 Bay Street office, this position offers a unique chance to contribute to major Metrolinx projects, including GO Expansion and new Light Rail Transit routes. You will play a key role in protecting the public and operations by upholding the highest safety standards across all construction activities, contributing to Metrolinx jobs and Metrolinx careers dedicated to public service.

Responsibilities

As a Senior Construction Safety Officer, you will be instrumental in overseeing and enhancing safety protocols across various construction projects. Your responsibilities will include:

• Providing safety related requirements into contract documents during project development and corporate procurements; directing, coordinating, and performing construction management activities on major expansions and new, replacement, or enhanced infrastructure projects.
• Leading and performing reviews of construction related work plans and safety submittals provided by CPG contractors to ensure compliance with relevant OHSA legislation and contract requirements.
• In collaboration with the Integrated Project Team, reviewing, analyzing, and outlining construction activities and work areas to determine work priorities / coordination of projects and ensure safe and efficient program delivery.
• Representing Metrolinx in the role of Project Owner in the review and formal auditing of safe work practices to ensure compliance with the relevant OHSA legislation and contract requirements; working to protect general corporate liability, exposure of the public to risks/hazards, and against impact to operations.
• Reviewing and resolving potential significant safety compliance issues with construction contractors and escalating high profile/complex matters/issues to the Manager.
• Evaluating vendor safety performance and providing statistical information as input to safety performance analytics.
• Providing input into improvements to CPG's construction health and safety plan working in collaboration with the Central CPG Health and Safety Support Team.
• Providing advice, expertise, and recommendations to the Manager on construction safety plans, programs, policy, compliance, investigation results, and issues management.
• Representing Metrolinx in the review and formal auditing of safe work practices; working to protect general corporate liability, exposure of the public to risks/hazards, and against impact to operations.
• Leading and performing incident/accident investigations and analysis of on-site events, and the assessment of the root cause factors.
• Providing supervision and technical direction to safety consultants, Construction Safety Officers and other personnel assigned to construction projects.

What you'll bring

To succeed in this critical safety role, you will need a strong background in construction safety and a commitment to compliance. Key qualifications include:

• Completion of a degree in Safety, Engineering, Architecture, or related discipline, or a combination of education, training and experience deemed equivalent.
• Demonstrated progressive experience in transit infrastructure planning, design, construction, construction supervision, construction safety, and administration of transit facilities and infrastructure.
• Canadian Registered Safety Professional (CRSP), Certified Safety Professional (CSP) or Construction Health and Safety Technician (CHST) designation is an asset. National Construction Safety Officer (NCSO) designation is an asset.
• Must be able to obtain qualifications in Canadian Rail Operating Rules (CROR).
• A valid Ontario Class "G" driver's license is required.
• Professional Engineer (P.Eng.) or Certified Engineering Technologies (C.E.T.) designation is an asset.
• Knowledge of the interpretation and application of the Occupational Health & Safety Act and construction site and safety coordination best practices, procedures, processes and related legislation and regulations of complex infrastructure projects.
• Skills to interpret construction drawings, contract documents, and construction standards and procedures.
• Ability to assess, prioritize, and respond to manage emergency situations.
• Time management, organizational, and leadership skills to coordinate complex projects under pressure to meet schedule commitments.
• Analytical and problem-solving skills to examine incidents and problems, detect root causes, and resolve issues.
• Interpersonal, public relations, and oral/written/presentation communication skills to represent Metrolinx with a range of internal and external stakeholders, partners, and contractors, and to prepare construction safety plans, reports, briefing documents, and policy/procedure recommendations.
