The Opportunity
Metrolinx is seeking a Property Acquisitions Controls Officer for a contract position, up to 24 months, based at their 10 Bay Street office in Toronto. This role supports property data analysis, the closing and payment of property acquisitions, and the review and processing of approval memos.
The position involves tracking expenditures, variance reporting, financial analysis, and budget control of property projects within the Capital Projects Group. This diverse portfolio offers exposure to financial, analytics, GIS, contract, and administrative functions of property acquisition projects, reporting to the Manager, Property Acquisitions Controls.
Key Responsibilities
You will perform the closing function for property acquisitions, ensuring timely transfer of funds and proper supporting documentation for audit purposes. This includes collaborating with the Property Acquisitions Team to keep information updated correctly in the property data management database (PETRA) and accurately reflected in all reporting.
Responsibilities also include reviewing budget tables for approval memos to meet acquisition requirements, processing legal and consultant invoices for closings to ensure accurate expense reporting, and managing Vendor of Record invoices while tracking spending against approved contract limits. You will review and summarise contracts, property legal documentation, the Expropriations Act, and other relevant acquisition documents.
You will communicate with Property Acquisition Officers, Finance, and external legal counsel to ensure timely processing of closing requests. Developing, coordinating, and monitoring property accruals and budgets for assigned projects within the Capital Projects Group is also a key function. Additionally, you will present data using dashboards, charts, graphs, or tables for reporting, analysis, and management use in identifying process improvements, and assist with month-end and year-end financial processes, including accrual preparation, variance analysis, and audit requests.
Qualifications & Skills
A degree in Business Administration, Accounting, Commerce, Economics, Real Estate, or a related discipline, or an equivalent combination of education, training, and experience, is required. Candidates should have demonstrated experience in project management, cost control, budget control, or management.
Experience in real estate transactions, interpreting contracts, lease administration, property accounting, or financial budgeting and reporting is essential. Knowledge of budget, project schedule, forecasts, property closings, contract administration, and documentation is also necessary. Familiarity with database concepts, database management software, and tools including PowerBI and MS Office Excel (pivot tables and formulas) is expected, along with experience using systems and applications such as Primavera Contract Manager, Oracle Unifier, Ecosys, Visio, Word, or PowerPoint.
Excellent organisational skills with a high attention to detail and a track record of producing accurate work are crucial. You should possess a strong ability to multitask and perform effectively in a high-pressure environment with multiple deadlines. Creative thinking, problem-solving skills, and the initiative to devise solutions independently are highly valued.
