Metrolinx is dedicated to connecting communities across the Greater Golden Horseshoe, operating GO Transit and UP Express, the PRESTO fare payment system, and building new rapid transit infrastructure including GO Expansion and major Toronto subway system expansions. Our commitment to equity, diversity, and inclusion is fundamental to our values of serving with passion, thinking forward, and playing as a team.
Our Capital Projects Group (CPG) workforce comprises dedicated professionals focused on delivering infrastructure and making a positive community impact. Within the CPG – GO/UP team, we are seeking multiple Managers, Technical Services. In this vital role, you will manage, coordinate, and support the planning, execution, and delivery of System Safety Assurance (SSA) activities for complex rail infrastructure programmes. You will provide advanced technical expertise, cross-functional coordination, and professional judgment to ensure system designs, interfaces, and operational changes meet all applicable safety requirements, standards, and assurance processes.
Key Responsibilities
You will manage end-to-end System Safety Assurance (SSA) processes across assigned projects, ensuring all activities align with the SSA strategy, internal standards, regulatory expectations, and project delivery milestones. This includes managing the development and maintenance of essential SSA documentation such as System Safety Plans, Hazard Logs, Safety Requirements Specifications, and Verification & Validation plans.
A key part of your role involves supporting Delivery Teams by planning and coordinating SSA activities within project schedules, identifying risks, tracking progress, and resolving issues related to safety assurance deliverables. You will also review technical designs and manage interdisciplinary interface inputs to ensure compatibility, integration, and alignment with safety requirements.
Furthermore, you will lead documentation preparation for Delivery Teams concerning asset handover to the Asset Management & Maintenance (AM&M) team, ensuring safety responsibilities are clearly documented and transitioned. You will influence delivery partners, technical specialists, and internal stakeholders to ensure SSA requirements are met and submissions are completed to the required quality. Overseeing the development of quality assurance metrics for contractor and supplier performance, and reviewing/approving corrective action plans for performance deficiencies, will also be part of your duties.

Professional certifications such as a Professional Engineering Certificate (P. Eng), INCOSE Certified Systems Engineering Professional (CSEP) Certification, or PMI Project Management Professional (PMP) certification would be considered a strong asset.
Required knowledge includes Railway Engineering, Systems Engineering, System Safety Assurance, Requirements Management, Verification & Validation activities, and their application on railway projects. You will have a strong understanding of industry standards and regulations, including CMREA, ISO 15288, and EN 50126. A good understanding of innovative methods of project delivery, staging, planning, testing, and commissioning, as well as commuter railway systems delivery (including electrification, track, stations, terminals, and maintenance of systems), is also crucial. Broad-based knowledge of multidisciplinary engineering theories, principles, and practices (civil, architectural, electrical, signals and systems, mechanical, fire safety, drainage, etc.) design and construction, and knowledge of rules and regulations established by Transport Canada (TC) are also expected.
Excellent written and verbal communication skills are necessary to present complex or new ideas with clarity and simplicity, with the ability to effectively liaise with diverse stakeholders within the organization and on construction sites. You will also possess highly developed problem-solving skills to analyse issues and provide solutions throughout the project lifecycle. A valid Ontario Class G driver’s licence is required for occasional travel to various site locations, and you must meet and maintain the corporate standard for a good driving record.
