The Opportunity
This is an in-office position based at our 277 Front Street West location in Toronto, Ontario. The I&IT Project Management Office (PMO) manages and measures the effectiveness of I&IT as a business through key performance indicators and performance tracking, while leading governance, risk management, and compliance frameworks for all I&IT projects and programmes. As part of its mandate, the PMO ensures alignment between IT initiatives and enterprise strategy, manages and optimises the I&IT project portfolio, supports financial tracking, budgeting, and capital planning processes, and drives continuous improvement, process standardisation, and PMO maturity. It also oversees project governance, risk management, and compliance frameworks, coordinates procurement, staff augmentation, and resource management, and leads enterprise reporting, dashboards, and analytics using industry-standard tools.
What You'll Do
As the Manager, I&IT Project Management Office, you will oversee governance, risk, and compliance for projects and programmes, defining and tracking key performance indicators, dashboards, and performance reports. You will align with Metrolinx-wide governance to build, roll out, and manage I&IT PMO processes using tools such as Asana and Microsoft Power Automate, and lead Power BI dashboard creation and enterprise reporting deliverables. Your responsibilities include monitoring budgets, financials, and business benefits realisation, managing a project portfolio of approximately $100M–$150M, and prioritising initiatives. You will execute the I&IT Delivery framework, governing projects to their artefacts, processes, and mandatory requirements, and coordinate capital funding submissions and procurement activities.
You will manage the development, enhancements, and governance of the IT Project Delivery Framework across the division, aiding the readiness process of capital funding submission requests and tracking capital investment submissions. This role involves leading teams, providing direction, and managing performance outcomes, as well as collaborating with stakeholders, executives, and cross-functional teams. You will coordinate reporting updates with Delivery teams to ensure optimal use of time when reporting project status to leadership. Additionally, you will provide guidance, approvals, and support to Senior Program Management regarding planned budgets and business cases for technology products and services, ensuring alignment with I&IT and business strategies. You will provide creative thought leadership, develop and deploy a strategic vision, connect projects with strategic enterprise goals, and demonstrate leadership consistent with Metrolinx values and code of ethics.
What You'll Bring
You will possess a degree in Business Administration, Information Systems, or a related field; an MBA or an accounting designation (CPA, CMA, CA) is considered an asset. Certifications such as Asana, Power BI, Power Automate, Project Management Professional (PMP) or PRINCE2, Agile certification (Agile Certified Professional, Certified Scrum Product Owner), ITIL Foundations, Certified Product Manager, and PROSCI certification are also assets. You bring 8+ years of experience in IT/business planning and Project Management Office, with 5+ years demonstrating management and governance of large, complex portfolios or programmes. You have strong knowledge of project management, governance, and financial management.
Your technical competencies include understanding key financial processes and concepts such as business planning, budgeting, financial modelling, ROI development, value for money analysis, and multi-year financial forecasting. You are proficient in project management principles and practices, including budget and schedule controls, to lead cross-functional teams and monitor project activities for adherence to timelines and performance objectives. You have advanced Power BI, Excel, and data visualisation skills, along with strong analytical, reporting, and KPI development capabilities. You possess leadership experience managing teams and cross-functional stakeholders, excellent communication, presentation, and stakeholder management skills, and a strong attention to detail, problem-solving ability, and self-starter mindset. Demonstrated hands-on experience related to business analysis and configuration of industry-standard tools such as Asana, Microsoft Power BI, and Microsoft Power Automate is essential.
