As a Liquid Waste Management Engineer, you will be instrumental in the successful implementation of various liquid waste management projects and programs, including the Illicit Discharge Detection and Elimination program and the Inflow and Infiltration Mitigation Program, both essential for maintaining a healthy urban environment.

Your Impact

This position offers a significant opportunity to make a tangible impact on Vancouver's infrastructure and environmental health. You will lead initiatives that directly protect human and ecosystem health by managing the city's liquid waste system. Your responsibilities will include:

• Overseeing the Illicit Discharge Detection and Elimination program to identify and rectify pollution sources from the sewer system, such as sewer cross-connections.
• Creating and implementing the Inflow and Infiltration (I&I) mitigation program, including determining priority areas for monitoring, assessing results, and overseeing remedial actions.
• Collaborating with Sewer Operations Sewer Investigation Teams to complete sewer system investigations and implement necessary system improvements.
• Acting as a Sewers Utility representative with the City’s Environmental Services branch for the management and implementation of Metro Vancouver’s Sewer Use Bylaw, Waste Discharge Permit program, and source control initiatives.
• Supporting the Senior Engineer in overseeing the Sewer and Watercourse Bylaw and associated policies, ensuring they reflect regulatory requirements, organizational objectives, and industry standards.
• Completing cost-effective storm and sanitary sewer infrastructure design for construction by City or private crews.
• Performing field inspections and post-construction review of sewer construction projects.
• Providing project management for liquid waste projects and programs.
• Recommending and implementing business process improvement and operation optimization solutions.
• Preparing technical reports, presentations, letters, and memos.
• Performing other duties and responsibilities as assigned.

What You'll Bring

To excel in this role, you will bring a strong background in civil engineering with a focus on municipal infrastructure and waste management. The City of Vancouver is looking for a professional with the following qualifications and attributes:

• Bachelor’s degree in Civil Engineering with a Professional Engineer designation and a minimum of four years’ related experience in municipal civil infrastructure design, or an equivalent combination of education, training, and experience.
• Registration or eligibility for registration as a Professional Engineer in British Columbia.
• Demonstrated knowledge and application of engineering principles related to sewer and drainage systems.
• Experience with Inflow and Infiltration analysis and/or mitigation programs is an asset.
• Knowledge of project management processes and frameworks.
• Strong interpersonal, written communication, and organizational skills, including excellent written and verbal communication and report writing.
• Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands.
• Ability to develop and maintain positive, productive relationships at all levels in the organization and with external stakeholders.
• Strong conflict resolution, mediation, and negotiation skills.
• Proficiency in utility design, construction, and project management.
• Ability to exercise diplomacy and tact.
• Proficient in the use of computer design and modeling software such as PCSWMM, and GIS software such as ArcGIS Pro.

Compensation and Perks

The City of Vancouver offers competitive compensation for this Regular Full Time, Exempt position. Salary information is provided based on designation:

• Engineer-In-Training: Pay Grade RNG-60: $80,008 to $100,006 per year
• Professional Engineer: Pay Grade RNG-080: $102,960 to $128,691 per year
