BMO is seeking a dedicated Compliance Officer to join its Canadian Regulatory Compliance Testing (RCT) team in Toronto. This pivotal role within the Legal, Regulatory and Compliance Group (LRC) is responsible for designing, supporting, and executing critical regulatory compliance testing engagements. The successful candidate will play a key part in performing independent regulatory compliance testing activities across various business lines and Corporate Areas, ensuring adherence to legislative and regulatory requirements. This hybrid position requires three days in the office at BMO's 100 King Street West location in downtown Toronto, fostering a collaborative environment for effective risk management and compliance oversight. The role offers a unique opportunity to contribute to BMO's robust Enterprise Compliance Program (ECP) and work closely with Compliance senior management and internal stakeholders.
As a Compliance Officer at BMO, your primary focus will be on planning and executing independent second line of defence regulatory compliance testing activities. This involves meticulously scoping engagements, executing comprehensive testing programs, and effectively communicating and resolving identified issues. You will be instrumental in developing and designing testing strategies and methodologies that align with the ECP, business processes, policies, and procedures. A significant aspect of this role is the evaluation of the adequacy and effectiveness of existing policies, procedures, processes, and internal controls to ensure robust compliance. Furthermore, you will be responsible for preparing comprehensive reports of test conclusions, providing constructive recommendations, and presenting findings to lines of business, Corporate Areas, and internal stakeholders. This role provides crucial support to senior management by ensuring that all compliance reviews are performed proficiently and efficiently, accurately interpreting results against distinct criteria, and identifying potential risks. Your expertise will contribute to developing compliance testing capabilities in identifying risks and assessing the effectiveness of controls, ensuring adherence to Federal, Provincial, Agency, Legal, Regulatory, Policy, and Procedural requirements across BMO's operations.
To excel in this Compliance Officer role at BMO, candidates should possess at least one year of experience in compliance, operational risk management, or financial services, which includes audit, legal, credit risk, market risk, or the management of a process or business with accountability for compliance or operational risk. A Bachelor’s degree is required, and recognised compliance certifications are considered a significant asset. A sound and current knowledge of the Compliance Risk Assessment process across different lines of business and the Corporation is essential. Prospective candidates must demonstrate a strong understanding of regulatory requirements, codes, and standards applicable to both business and Corporate Areas, such as OSFI Guidelines. The ability to provide management with current information regarding standards of compliance with applicable rules and legislation is crucial. Strong working knowledge of audit principles, including sampling methods, is also expected.
