This Transportation Planning Engineer role is crucial for supporting the planning of local and regional transportation within the City of Vancouver. Your work will include planning for improved walking, biking, transit, and goods movement, contributing to the city’s long-range transportation policy and program initiatives related to citywide and regional strategies.

Key duties

• Supports the transportation planning for the City of Vancouver to meet the needs of residents and businesses over a 30-year horizon at a citywide, community, and corridor level, advancing specific projects with a focus on walking and cycling.
• Reviews, conducts, and delivers transportation studies and reports.
• Conducts data analysis and modelling, along with associated reporting of the transportation network.
• Prepares conceptual designs and related cost estimates.
• Participates in public engagement events related to transportation projects or policies, including engaging residents about the benefits of proposed improvements.
• Acts as a liaison with other departments and outside agencies such as Translink and MOTI.
• Reviews and provides comments/input on major development projects within Vancouver and the region as required.
• Assists in the review and comments on Regional Transportation Advisory Committee and Transportation Planning Subcommittee’s materials for briefing City representatives and senior staff.
• Keeps current on emerging transportation planning trends and guidelines.
• Assists in the preparation of Council reports and prepares and delivers technical presentations to the public and external agencies.
• Manages consultant contracts and supervises junior branch staff, including work plans.
• Performs other duties/responsibilities as assigned.

Qualifications

To succeed in this engineering role, candidates should possess a strong foundation in civil engineering and relevant experience in transportation planning.

• Bachelor’s degree in Civil Engineering with a professional engineer designation and a minimum of three years’ related experience in transportation planning, modelling, and network analysis, or an equivalent combination of education, training, and experience.
• Registration or eligibility to register as a Professional Engineer in the Province of British Columbia.
• Experience in planning and design of local to regional transportation and transit projects; and/or roadway geometric design including complete streets.
• Experience in conducting transportation studies, data analysis, and corridor reviews.

The ideal candidate will also demonstrate a comprehensive set of skills and abilities essential for effective transportation planning and collaboration within a dynamic team.

• Sound knowledge of engineering practices, design principles, and theories related to transportation and transit systems.
• Working knowledge of City by-laws, transportation policies, infrastructure development processes, and policy development processes.
• Strong analytical skills and a demonstrated ability to anticipate and manage multiple interacting and technically complex issues.
• Strong time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands.
• Strong written/verbal communication and presentation skills.
• Strong conflict resolution, mediation, and negotiation skills.
• Ability to exercise diplomacy and tact.
• Ability to consider a range of interests, including those of local residents, community groups, and businesses.
• Ability to work collaboratively in a dynamic team environment with little supervision.
• Ability to prioritize and organize work, handle multiple assignments, and meet deadlines.
• Ability to develop and maintain positive, productive relationships at all levels in the organization and with external stakeholders.
• Proficient in the use of software applications such as MS Office and AutoCAD.
