The Technical Manager will orchestrate a complex global ecosystem under a hybrid outsourcing model, ensuring seamless collaboration between internal developers, IST peers, and external managed service providers located on-site, on-shore, and off-shore. This role demands a strong guardian of technical governance and quality, enforcing stringent development protocols and standards, rigorous change control management practices, and meticulous maintenance of all technical documentation. Overseeing the full development lifecycle, from initial design through to production support, this manager will uphold the integrity, scalability, and security of the core enterprise resource planning (ERP) and student information systems. This encompasses directing the technical architecture, development, and maintenance of the University's Oracle PeopleSoft ecosystem, including Human Capital Management, Financials, and Campus Solutions, alongside integrated Oracle cloud-enabled platforms, to guarantee optimal stability and performance for the entire university community.
Beyond operational oversight, this role involves significant strategic leadership, managing and coordinating a diverse hybrid delivery team to meet project deadlines and strict operational Service Level Agreements (SLAs). The manager will oversee all aspects of the end-to-end development lifecycle, including environment strategies, complex REST/SOAP API integrations, and continuous upgrade cycles such as PeopleSoft Update Manager (PUM) and PeopleTools upgrades. A key responsibility is establishing and enforcing institutional standards for coding, technical design, and system documentation, while actively driving rigorous peer reviews and de-customisation efforts to effectively reduce technical debt. Acting as the primary escalation point for critical technical incidents, this leader will drive performance tuning initiatives and collaborate extensively with external vendors and stakeholders to maintain application dependability across the University of Alberta's extensive technology footprint.
