About the Role
Reporting to the Senior Fleet Engineer, the Business Analyst is responsible for senior analytical and business/systems consulting work. This role involves managing technology projects for Fleet and Manufacturing Services, including developing business cases, detailed cost/benefit, and enterprise risk analyses. The successful candidate will manage all project phases, from planning to closeout, ensuring timely delivery within budget and to a high standard of quality.
Key Responsibilities
Lead strategic planning for technology needs, future direction, and deployment within Fleet and Manufacturing Services. This includes collaborating with business groups to identify requirements and with IT groups for technology specifications. Conduct comprehensive business process analysis using methodologies like Lean/Six Sigma. This involves value stream mapping, analysing business requirements, identifying key performance indicators (KPIs), completing current state analysis, developing future state recommendations, and building implementation plans.
Prepare and present project and business reports to project teams, stakeholders, and senior executives, including creating and distributing communication materials. Manage all aspects of project delivery, meticulously planning scope, budget, schedule, risks, organisation, and the overall project management approach. Participate in confidential planning with potential City-wide operational and financial implications. This involves developing recommendations that may lead to re-assignment of responsibilities or changes in staff complement across organisational units.
Support end users in developing dashboards and metrics reports utilising various tools. Assist the business in tracking, reporting, and producing status dashboards for key performance indicators (KPIs) and metrics.
What You'll Bring
A Bachelor’s degree in Computer Science, Engineering, or Business Administration is required. Candidates should possess a minimum of five years of experience as a Business Analyst or Systems Analyst II in IT Systems and business application implementation, with municipal experience preferred. Additionally, a minimum of three years of proven experience in leading, supporting, and implementing business improvement, project management, process reviews, and successful change management is essential.
Candidates must demonstrate thorough knowledge of statistical analysis, database design, and management. Advanced knowledge of application reporting, Business Intelligence (BI) tools, SQL, SQL Reporting, complex data sets, and statistical analysis is crucial. A strong understanding of Project Management methodologies, processes, standards, and policies is required, along with a good grasp of Organisational Change Management principles, methods, and processes. High proficiency with IT applications, including advanced usage of Excel, pivot tables, and Power BI, is essential. The ability to effectively apply Project Management methodologies to achieve successful project completion is expected. Excellent verbal and written communication skills are necessary for effective writing, organising project documentation, status reports, presentations, and summaries. Strong organisational skills are vital for coordinating priorities and delivering high-quality, timely results under tight deadlines. The role requires demonstrated ability to speak effectively in public during formal and informal meetings and presentations across all organisational levels. Candidates should be adept at conducting research, analysing problems, summarising results, and making informed decisions or recommendations. The ability to develop and maintain effective working relationships with internal and external stakeholders, reconcile differing perspectives, build consensus, and secure cooperation is also important. Comfort in an operational setting, including adherence to safety practices and wearing safety equipment as required, is expected.
