The Opportunity

The City of Ottawa is seeking an Operational Trainer to apply their expertise in learning and development. In this pivotal role, you will design, develop, deliver, and continuously improve learning solutions aimed at building robust operational workforce capability across the Public Works department. Working collaboratively with frontline employees, supervisors, managers, and subject matter experts, you will develop and deliver comprehensive technical, operational, safety, and job-specific learning solutions. Your efforts will directly support workforce readiness, ensure regulatory compliance, promote safe operations, and enhance effective service delivery. Utilising adult learning principles and practical, hands-on approaches, the role focuses on developing competence, building confidence, and supporting the seamless transfer of learning into day-to-day operational performance.

Combining your knowledge of adult learning with an understanding of operational environments and municipal service delivery, you will translate workforce needs, operational requirements, and business priorities into engaging learning experiences that mirror real-world work conditions. Through expert learning design, facilitation, on-the-job training approaches, program evaluation, and continuous improvement, you will help ensure employees possess the knowledge, skills, and experience required to perform safely, effectively, and consistently while supporting the delivery of vital municipal services.

This position involves working directly with operational teams to develop customized learning solutions, facilitate skill transfer, and strengthen overall workforce capability across a wide range of operational, technical, safety, leadership, and developmental areas.

Qualifications

To succeed in this Operational Trainer role, candidates should possess the following education, experience, certifications, knowledge, and competencies:

• Completion of a 4-year university degree/diploma in education, human resources, business administration or a related field that includes development and delivering courses.
• Minimum 4 years of relevant experience in training, user experience (UX) design, or course development.

Certifications and Licences (Desirable):

• Certificate in Adult Education or related training & development, coaching/mentoring program.

Required Knowledge:

• Strong understanding of user design/UX principles such as usability, accessibility, aesthetics, information architecture, and user research.
• Proficiency in eLearning, instructor-led, and blended training methodologies.
• Familiarity with Learning Management Systems (LMS).
• Experience working in a government or regulatory environment.
• Business analysis practices, techniques and report writing.
• Techniques for program design, development, implementation and evaluation.
• Research, surveying, data collection and analyses methodologies.
• Knowledge of applicable health and safety legislation, including the rights and duties of workers.
