Your Impact & Responsibilities
As the Manager, Non-Market Housing Operations, you will assist in all aspects of managing our Non-Market Housing portfolio. This includes developing and implementing policies and procedures based on the mission and values of Arts, Culture & Community Services. You will integrate value-based leadership into the operations of City-owned or operated housing, focusing on the safety and security of staff and buildings.
Key responsibilities involve assisting with budget development and monitoring, and comprehensive staff management. This includes hiring, coaching, training, performance evaluation, attendance management, and discipline, up to and including dismissal. You will represent the Employer in grievance and arbitration processes, and assume acting responsibilities for the Director as needed. You will also ensure occupational health and safety compliance, oversee daily operations, analyse processes for enhancement, and implement business strategies.
You will serve as the primary contact for tenancy issues such as tenant behaviours, rental arrears, or property damage, preparing for Residential Tenancy Branch hearings and compiling evidence. Your role also involves developing and implementing policies, coordinating with facilities for maintenance and renovations, and participating in risk management strategies to ensure the safety and security of staff, tenants, and buildings. Furthermore, you will coordinate programs, communicate with tenants, and liaise with various City departments, agencies, and government offices, while contributing to community building activities within surrounding neighbourhoods.
What You'll Bring
You will possess a degree in Business Administration, Public Administration, social sciences, adult education, or a related discipline, complemented by considerable experience in managing operational, administrative, and financial activities. Ideally, this experience will be in property management, community development, or a social housing environment, or an equivalent combination of education, training, and experience.
Extensive experience in the social housing sector, with at least two years at a management level overseeing a large staff team, is essential. Related experience in housing, social programming, human resource management, budget development and management, tenant and facility management, and program coordination is also required. Experience working with non-profit organisations and marginalized populations, along with management experience in a union environment, is highly valued.
You will have considerable knowledge of budget preparation and management, the Residential Tenancy Act and Arbitration process, the Society Act, and WorkSafeBC and OH&S policies. A thorough understanding of the Collective Bargaining Agreement CUPE 15 is crucial. You will demonstrate an interest in the needs of individuals facing multiple barriers, including poverty, mental health, physical disabilities, and dependencies, and an understanding of social issues affecting marginalized populations. Strong leadership, communication, collaboration, and conflict management skills are vital, along with the ability to work respectfully and compassionately. A Police Record Check clearance is a requirement for this position.
