Key Duties of the Learning & Development Coordinator

As a Learning & Development Coordinator with the City of Ottawa's Public Works department, you will apply your expertise to enhance workforce capabilities. This vital role supports operational performance and service excellence by ensuring employees possess the necessary knowledge, skills, and training for safe and effective municipal service delivery. You will collaborate with frontline employees, supervisors, managers, and subject matter experts to identify learning needs and translate operational priorities into impactful development initiatives.

  • Identify learning and development needs and understand operational challenges across Public Works.
  • Support learning initiatives that contribute to workforce readiness, safe operations, and continuous improvement.
  • Work across service areas to identify capability gaps and development opportunities.
  • Translate operational priorities into effective learning plans and solutions.
  • Conduct needs assessments, engage partners, and liaise with service providers.
  • Develop annual and cyclical learning plans, identifying role-specific training requirements.
  • Support customized learning solutions that reflect operational realities.
  • Identify trends and opportunities to make recommendations for continuous improvement, fostering a skilled and future-ready workforce.

  • Completion of a 3-year university degree.
  • Minimum of 4 years of progressively responsible experience in training and development program co-ordination, support, implementation, and evaluation.
  • General knowledge of the corporation, departmental business requirements, policies, and organizational structure.
  • Knowledge of CUPE Local 503 (Inside/Outside) Collective Agreement and associated program documents.
  • Understanding of Human Resources practices and principles related to staffing and scheduling.
  • Familiarity with training and development practices and evaluation methodology, including adult education principles.
  • Knowledge of organizational change and development, project management principles, and planning/performance measurement.
  • Proficiency in Business Process modeling and policy/procedure documentation practices.
  • Strong customer service delivery methodologies and skills.
  • Experience with consultation methods and practices, and protocols for developing submissions, briefings, and major reports.
  • Knowledge of applicable health and safety legislation, including worker rights and duties.
