About This Opportunity

As a Plant Manager, Water Purification for the City of Ottawa, you will play a critical role in ensuring the long-term supply of high-quality drinking water for the city's residents. This permanent, full-time engineering position involves leading the planning, organisation, and operational improvement of one of Ottawa's two water purification plants. You will also oversee the maintenance of the plant, associated pumping stations, reservoirs, and community well systems in either the corresponding East or West region.

• Plan, organise, and improve the execution of operations for one of Ottawa's two water purification plants.
• Oversee the maintenance of one of the City's two water purification plants, as well as corresponding pumping stations, reservoirs, and community well systems in the East or West region.
• Ensure compliance with all environmental requirements, water quality standards, health directives, and preventive and corrective maintenance protocols.
• Provide professional leadership and coordinate the planning, implementation, and administration of water production policies and programs.
• Manage financial and human resources, including contractual services and relationships with stakeholders and partners.

Skills and Experience

To succeed in this vital role with the City of Ottawa, candidates should possess a strong background in water purification and environmental management, coupled with proven leadership and financial oversight capabilities.

• A four (4)-year degree from a recognised university in Engineering (Civil, Chemical), Chemistry, Environmental Sciences, or a related field.
• At least six (6) years of experience in water purification, water, or environmental activities, including a minimum of five (5) years of experience in human resources or external contractual resource management, as well as managing operating and capital budgets, preferably in a municipal setting.

Note: Relevant experience and recognised training, with a satisfactory service record and demonstrated abilities, may allow candidates to be exempt from the required education.

Desirable Licenses and Accreditations:

• Professional Engineer (P.Eng.) designation from PEO OR Professional Chemist (C. Chem.) from ACPO OR Environmental Professional (EP) from ECO Canada.
• Drinking Water Treatment Operator Certificate from the Ontario Ministry of the Environment (MDE) at the appropriate level.

Required Knowledge includes:

• Canadian Environmental Protection Act (CEPA), Occupational Health and Safety Act, Safe Drinking Water Act, Clean Water Act, and relevant laws and regulations from the Ontario Ministry of the Environment, Fisheries and Oceans Canada, Ministry of Natural Resources, and Drainage Act.
• Water chemistry and hydraulics, as well as GIS and SCADA systems, particularly regarding fundamental automated process control principles and data collection and management techniques.
• Design, construction, operation, quality control, and maintenance of large water supply networks.
• Technology, current and experimental practices, issues, and opportunities related to water treatment, distribution, and quality.
• Hydrological environmental issues.
• Quality control and assurance theory and practices.
• General knowledge of the City of Ottawa, its municipal and General Directorate policies and procedures.
• Laws, policies, regulations, guidelines, and operational procedures specific to environmental issues related to drinking water.
• Preparation of contractual documents, tender processes, and supervision of field services.
• Supervisory experience and motivational techniques; functional knowledge of human resources management policies and practices and City collective agreements related to management in a unionized environment, including hiring, dismissals, performance management, and grievance procedures.
• Financial management practices and budgetary processes.
• Redesign, best practices, performance monitoring, and organizational development concepts.
• Trends and developments in the field of drinking water.
• Methods used to deal with the media professionally.
• Computer applications, including MS Office, SAP, Outlook, GIS, SCADA, and material management software.
• Knowledge of best and current practices regarding industry trends and developments, as well as professional contacts with industry, government, and other organizations interested in municipal water supply management.
• Training, experience, and knowledge necessary to structure and execute work.
• Applicable health and safety legislation, possible or actual health and safety hazards at work, and measures to be taken to protect the health and ensure the safety of personnel in accordance with applicable legislation and City policies and procedures.
