Position Summary

The City of Ottawa is seeking a Coordonnateur, Apprentissage et Perfectionnement (Learning and Development Coordinator) to apply their expertise in training and development. This vital role supports skill enhancement for personnel within the Public Works department. Working closely avec field agents, supervisors, managers, subject matter experts, service providers, and training professionals, the coordinator helps identify training and développement needs, understand operational challenges, and support training initiatives. These initiatives are crucial for fostering staff readiness, operational safety, performance, service excellence, and continuous improvement across les municipal services.

Combining expertise in training and development avec a strong understanding of operational environments and municipal service delivery, this role intervenes across all service areas. The goal is to identify personnel needs, skill gaps, new workforce challenges, and development opportunities. The coordinator translates operational priorities into training initiatives, plans, and solutions. Through needs assessment, partner engagement, liaison avec service providers, training plan development, initiative implementation, and learning outcome evaluation, the incumbent ensures that training and développement efforts align with operational priorities and have a measurable impact sur the workforce.

The Coordonnateur, Apprentissage et Perfectionnement collaborates avec various departments to develop annual and periodic training plans, identify job-specific training needs, and propose tailored training solutions that consider operational realities. By identifying trends, themes, and opportunities across des services and making recommendations for continuous improvement, this role contributes to building a qualified, competent, confident, safe, and future-ready workforce.

Requirements

To excel in this role, candidates should possess the following education, experience, knowledge, skills, and abilities:

  • Three-year university degree.
  • Four years of progressively responsible experience in coordinating, supporting, implementing, and evaluating training and development programs.

Essential knowledge required includes:

  • General knowledge of the Public Works Directorate's and the City's policies, organizational structure, and operational requirements.
  • CUPE Local 503 (Inside/Outside) Collective Agreement and related program documents (e.g., TPA, CSZ training program, Forestry Services training program, etc.).
  • Human resources practices and principles related to staffing and scheduling.
  • Training and development evaluation practices and methods.
  • Adult education principles and practices.
  • Organizational change and development.
  • Project management principles and techniques.
  • Performance planning and measurement.
  • Business process modelling.
  • Policy and procedure documentation practices.
  • Customer service delivery methods and skills.
  • Consultation methods and practices.
  • Protocols for developing important submissions, briefing notes, and reports.
  • Relevant health and safety legislation, including workers' rights and obligations.
